Can I change the order items?
No. Once an order is processed, items can't be changed.

What can be changed once an order is awaiting fulfillment?
You can change:
Customer (person and organisation)
Affiliate
Special instructions
Note for customer (both against the order and individual items)
Internal note (both against the order and individual items)
Shipping address
How do I edit an order?
In the admin area
Go to Commerce > Orders.
Next to the order, click View.
Click Edit.
Make your changes.
Click Update.
